The European Commission said Monday that it has sent a reasoned opinion to Bulgaria for failing to notify the Commission of its national laws transposing the Hired Vehicles Directive, which sets minimum standards for the use of rented vehicles hired without drivers for transporting goods, said the European Commission Monday.

EU Member States had to transpose the Directive into national law and comply with its provisions by August 6, 2023. When Bulgaria failed to do so, the Commission sent a letter of formal notice in September 2023.

The Bulgarian authorities indicated working on transposition measures, but the latter have not been adopted yet. The EC has decided to issue a reasoned opinion to Bulgaria, which now has two months to respond and take the necessary measures.
