In a declaration of its priorities during the opening sitting of the new Parliament, GERB-UDF vowed that it is ready for "meaningful and targeted dialogue" with the other parties in Parliament on  formation of "a government of shared responsibility".

GERB-UDF is the leading political force in this legislature.

As he read out the declaration, Toma Bikov MP said there are not much opportunities for this Parliament and that the way people voted in the June 9 elections made it so that one party is not enough to form a government and that even two parties are not enough. "Voters want us to show humility and follow the agenda of society," Bikov said.

He outlined two scenarios for Parliament: one is formation of "a government of shared responsibility" with the broadest possible support in the legislature, and the other is new snap elections. 

Bikov said that his party is ready to take a step back in the name of the first scenario. "We are only ready to participate in a government of shared responsibility for a full mandate. We won't participate in a government at any cost," said Bikov.

Of the second scenario, he said his party is aware of all the risks it brings for the country. "We are aware that it would be a bad scenario for the country."

Bikov said, "GERB-UDF are ready for a principled dialogue with anybody on policies and the development of the country but it won't betray its voters' confidence in the name of political agendas or corporate interests. We are convinced that the society needs a radical change of the behaviour of its political leaders - not more confrontation, insults and timelessness. [...] The recent Parliaments failed because of a wrong interpretation of the election results. That is the reason why Bulgarian people get disappointment and timelessness instead of development and change."
