Introduction of Remote E-Voting


Sofia, August 2 (BTA) - Experts of the State E-Government Agency (SEGA) and Bulgarians living abroad will work for the fast introduction of remote electronic voting, as agreed by SEGA head Alexander Temelkov and members of the Vote without Borders steering committee at a meeting here on Wendesday. The event was held on the initiative of National Ombudsman Maya Manolova.

The National Ombudsman's press centre specified that a working group will be set up under a SEGA project for the creation and introduction of a pilot system for remote e-voting.

The representatives of Bulgarians living and working abroad voiced criticism in relation to their inability to exercise their right to vote through remove e-voting, given that the state bodies had 1.5 million leva of EU resources to build a pilot system for distance voting.

Manolova noted that following amendments to the Election Code, having remote electronic voting is no longer tied with ID cards with electronic identification, which has been postponed several times. According to Manolova, the absence of such electronic identification had been used by the institutions as an excuse not to have remote voting.

The Ombudsman said that provisions in the Election Code provide ample opportunities for testing of various modes for voter identification laid down in the law, such as electronic signature, ID data and facial recognition.
