site.btaParliament to Vote Bill Bridging Public Finance Gap
Parliament is scheduled on Thursday to vote a bridging the public finance gap until the passage of the three budget laws for 2025. The full title of the draft legislation, moved by the caretaker Cabinet, is "Act on the Collection of Revenues and the Commitment of Expenditures in 2025 until the Passage of the 2025 State Budget of the Republic of Bulgaria Act, the 2025 Public Social Insurance Act and the 2025 National Health Insurance Fund Budget Act."
The draft legislation contains a provision according to which payment limits would be reduced in proportion to the amount of available revenues if the revenues collected for the relevant period are insufficient to offset expenditures and transfers. Budget authorizers by delegation will prioritize their payments, with priority set on expenditures on wages and welfare payments which will be effected in full.
At the beginning of the session the MPs are also scheduled to hear the caretaker Prime Minister Dimitar Glavchev on the case of the registration of the Old Calendar Orthodox Church of Bulgaria and the measures taken by the State and the Government to protect the state and public interest before the Strasbourg Court and the Supreme Court of Cassation.
The Parliament will then discuss at first reading three bills amending the Religious Denominations Act. The proposed amendments aim to regulate the impossibility of registering more than one church that contains "Orthodox" in its name.
On Parliament’s agenda for the day are also hearings of the heads of the security services in connection with the processes in the Middle East, in particular in Syria, and with possible refugee waves.
