site.btaPM Says Procedure for Appointment of Bulgarian Charge d'Affaire in Ukraine Complied with Established Procedure
The established procedure for the appointment of Nikolay Nenchev as Bulgarian charge d'affaire in Kyiv has been duly followed, Caretaker Prime Minister Dimitar Glavchev said during a Q&A session for the media and citizens on Facebook Tuesday morning.
Earlier on Tuesday, President Rumen Radev criticized the Foreign Ministry for bypassing the established procedure and sending Nenchev as temporary head of mission to Kyiv after the head of State refused to decree his appointment as ambassador there.
"Charge d'affaires require no confirmation or presidential decree", Glavchev said. "In Ukraine, the absence of an appointed Ambassador Extraordinary and Plenipotentiary for two years has led the Ukrainian government to propose a charge d'affaire. This practice aligns with a common global protocol used when a full ambassadorial appointment is not feasible," Glavchev said. He added that the appointment process adhered strictly to protocol, despite the challenging conditions in Kyiv due to ongoing conflict.
Glavchev spoke of the difficulty in finding ambassadors willing to serve in such environments, noting the absence of an ambassador in Kiyv for two years.
"This is the format I've chosen to ensure Bulgaria is represented at the highest possible level," Glavchev said. He noted that the review of candidates is ongoing to appoint a permanent extraordinary representative in Kyiv, who, according to the Constitution, should be appointed with a decree issued by President Rumen Radev. "This case does not violate any rules or the Vienna Convention", Glavchev said.
