Chamber of Architects Insists on New Legislative Framework, New Measures against Corruption
Sofia, May 5 (BTA) - The assignment of architectural tasks without a competition and the frequent omission of the stage of planning and design, imposed by the institutions, were outlined as the main problems in the construction sector at a news conference granted by the Chamber of Architects in Bulgaria (CAB) on Thursday. According to CAB Deputy Chair Nikolai Gulubov, engineering is a very good system for the construction of highways, bridges, and the like but not for architecture.
CAB insists on the adoption of urgent measures for ending corruption practices, which will make the Bulgarian settlements and buildings more secure and beautiful. Corruption practices in the administration can be eliminated by the establishment of a common register of all investment design contracts, according to the organization.
The awarding of public procurement contracts on the basis of shorter implementation period and lowest price is harmful for the society. It stimulates disbursement of considerable amounts of financing without guaranteeing long-term benefits for the society, Gulubov said. CAB also declared themselves against the offering of unrealistically low prices. They noted that there are reference European prices, which should be introduced in Bulgaria as well.
