Market developments are considered the biggest business risk in Bulgaria, according to an annual survey by Allianz Commercial made public on Wednesday. The 14th Allianz Risk Barometer identifies market developments such as intensified competition, new entrants, mergers and acquisitions, market stagnation, and market fluctuation as the top business risk in this country for 2025, accounting for 42% of responses. This marks a rise from the previous report, where this risk category accounted for 30% of responses and ranked second among the most important business risks in Bulgaria.

Following market developments, the next two biggest business risks in this country are macroeconomic risks (e.g., inflation, deflation, monetary policies, and austerity programmes) and changes in legislation and regulation (e.g., new directives, protectionism, environmental, social, and governance, and sustainability requirements), with these categories accounting for 38% and 31%, respectively.

Other top business risks in Bulgaria include shortage of skilled workforce (27%), energy crisis (23%), natural disasters (23%), service disruptions (19%), climate change (19%), political risks and violence (15%) and cyber incidents (12%).

The survey shows that the last three business risks have entered the top ten list of business concerns in Bulgaria for the first time.
