The Council of Ministers on Wednesday approved a Programme for Cooperation in Higher Education and Science between Bulgaria's Ministry of Education and Science and Hungary's Ministry of Culture and Innovation for the 2025-2027 period. The Programme will contribute to enabling the parties to continue the exchange of undergraduates, doctoral students and researchers and to host Bulgarian and Hungarian language lecturers on a reciprocal basis.

The Programme envisages the joint development of scientific research projects enlisting Bulgarian and Hungarian scientists. The idea is to encourage the partnering national scientific organizations to share in research and innovation projects under European framework programmes and other initiatives. The parties will support direct cooperation and participation in bilateral and multilateral scientific, technological, and research and development programmes and projects. The two ministries will encourage institutions and researchers dealing with Hungarian history, culture, language and art in Bulgaria and with Bulgarian history, culture, language and art in Hungary. 

The Bulgarian party will continue to support the Bulgarian National Self-Government in Hungary and the Bulgarian School and the Bulgarian Bilingual Minority Kindergarten in Budapest.
