The European Commission is presenting on Wednesday the new annual report on the state of the rule of law in the EU, which contains sections on each of the 27 countries of the community and recommendations.

In 2023, the Commission made six recommendations to Bulgaria, including legislative changes on the long-term secondment of judges; on the Supreme Judicial Council; and on investigations and final verdicts for high-level corruption. The EC has also recommended the introduction of additional measures and clear integrity requirements for those holding senior management positions; improved transparency measures for State advertising in the media and for media ownership.

According to the last report, Bulgaria had fulfilled the expectation to introduce the possibility of prosecuting the Prosecutor General and his deputies, as well as judicial oversight of the prosecution's refusal to undertake an investigation. It was reported that the country has started revoking the citizenship of foreign investors for non-compliance with the law, and has stopped issuing "golden" passports in exchange for investments.
