Environment and Water Minister Julian Popov delivered the closing speech at the Fourteenth World Climate Summit - The Investment COP 2023, organized by the World Climate Foundation in Dubai. "The world needs to invest much more in research and innovation in the transition to a carbon neutral economy. Carbon is becoming the new global currency. Carbon quotas will enter all our economic activities and we need to plan for that future," he addressed the meeting on Thursday.

Popov stressed that entrepreneurs and businesses are the drivers of the decarbonization process today, and alarmed that governments are lagging behind.

He made an appeal, noting that "rich countries should invest in research and innovation in poorer countries, not make unaccountable donations".
