At its sitting on Friday, the National Assembly will debate on a draft decision to lift the immunity of Dzheyhan Ibryamov and Mario Rangelov of Democracy, Rights and Freedoms (DRF). The draft decision follows a request made by acting Prosecutor General Borislav Sarafov on December 19, 2024, seeking Parliament's consent to prosecute six MPs, four of whom have already given up their immunity.
Under Article 70 of the Bulgarian Constitution, criminal proceedings against MPs with immunity require parliamentary approval or the written consent of the MP.
With regard to Rangelov, the request that he be stripped of his MP immunity is in connection with the assessment made by the supervising prosecutor of the Sofia City Prosecution Office that, on the basis of the evidence gathered, it is appropriate to proceed to criminal responsibility for crimes against the political rights of citizens.
Ibryamov is to face trial in connection with two cases under the Penal Code. He is accused of asking and receiving in October 2019 a bribe of BGN 20,000 to influence a decision by a Health Ministry official in favour of permitting the release of a group of biocidal products on the market. In the second case, Ibryamov is accused of asking in September 2024 a man, identified with the initials M. T., for a bribe of BGN 400,000 to influence a decision of Defence Ministry officials concerning public procurement contracts.
