For many people, simply enforcing the law is not very inspiring. When there is a personal commitment to respect the law and to follow the principles of transparency and openness, there is a serious change, said Justice Minister Atanas Slavov said on Monday at a forum on "Combating Vulnerabilities to Corruption at the Municipal Level".
Prevention is more important because it is better to have an anti-corruption system in place before sanctions. For prevention, there should be clear legislation, public procedures for appointment and procurement, working accountability and control mechanisms, Slavov said.
The role of inspectorates in the administration is very important, as are effective investigations. We expect the result of lobbying regulation in our country, the minister said.
