site.btaOpposition MPs Alert Corruption Watchdog about Glavchev's Presumed Incompatibility as BNAO President
MPs of the opposition Continue the Change - Democratic Bulgaria (CC-DB) Parliamentary Group on Tuesday submitted an alert to the Commission for Anti-Corruption claiming a presumed incompatibility of Dimitar Glavchev as President of the Bulgarian National Audit Office (BNAO), CC-DB said in a press release.
The alert is prompted by data showing a potential conflict of interest and breach of the incompatibility requirements provided for in the National Audit Office Act. According to the facts as set forth, Glavchev, in addition to holding office as BNAO President, was also appointed caretaker foreign minister which, according to the law, is a position incompatible with his present post, the parliamentary group said.
CC-DB urge the Commission for Anti-Corruption to conduct an urgent check and inform the National Assembly of the results. "The alert emphasizes that Glavchev's appointment to an additional position other than the exceptions as provided for constitutes a violation of the law and should be addressed immediately," the press release says further.
In late January, CC-DB laid a draft resolution before Parliament on Glavchev's release as BNAO President by reason of incompatibility. CC-DB Deputy Floor Leader Bozhan Bozhanov commented that Glavchev was formally incompatible because he concurrently held office as foreign minister. "The latest amendments to the Constitution entitle him to serve temporarily as prime minister, but this provision does not apply specifically to the office of foreign minister," the MP argued.
