The National Centre for Information and Documentation with the Minister of Education and Science keeps and maintains a register of issued certificates related to acquired professional qualifications, the Parliament decided, passing conclusively amendments to the Recognition of Professional Qualifications Act on Wednesday. The amendments were tabled by the Council of Ministers.
Under the provisions, the National Centre for Information and Documentation keeps and maintains a register of the issued certificates related to acquired professional qualification in a profession that is not regulated on the territory of Bulgaria, necessary for access or for exercising a regulated profession on the territory of another Member State, and of the refusals for their issuance. Under the current provisions, the National Centre for Information and Documentation performs the functions of an auxiliary centre, in accordance with a European directive.
The changes are made in view of the need to remedy the violations identified by the European Commission in relation to Bulgaria's non-compliance with proportionality check obligations before the adoption of new regulation of professions.
The changes introduce restrictions on which professions can be regulated. The adopted texts also lay out the procedures and responsibilities of who will carry out the proportionality assessment.
