The issue of skills and their relation to the labour market has reached the boiling point and cannot but force us to look for urgent solutions, Parliament chair Rosen Zhelyazkov said on Wednesday at the opening of a round table dedicated to the European Year of Skills. The forum, which is being held in the National Assembly's East Hall, was organised by the Economic and Social Council (ESC) in cooperation with the parliamentary committees on labour, social and demographic policy and on education and science.
According to ESC President Zornitsa Rusinova, Bulgaria is facing challenges that require joint efforts for skills development. Only 10% of Bulgarian companies are willing to adapt and introduce new technologies, she said. With this discussion we could set a new start for the way Bulgaria will develop skills, Rusinova noted.
According to an opinion of the ESC from May this year, a change in the Vocational Education and Training Act is needed, and lifelong learning should be promoted more. The number of low-skilled citizens continues to grow, the ESC believes, with 55% of the registered unemployed having low qualifications. Emphasis is placed on the introduction and development of individual adult learning accounts.
