Defence Chief Eftimov: Strategic Communications Key to Countering Cognitive Threats and Defending NATO's Information Space

Bulgaria's Chief of Defence Emil Eftimov stressed the critical role of strategic communications in countering cognitive threats and malicious information activities during a meeting with Jay Janzen, Strategic Communications Director at NATO's Allied Command Operations, the Defence Ministry said here on Friday.

"We fully recognize that information has become a powerful weapon," Eftimov said. "If we lose the cognitive domain, the enemy could claim victory without firing a shot. It is essential for us to understand trends in NATO's strategic communications so as to effectively counter complex cognitive threats and harmful information activities. Strategic communications are no longer just an advisory role; they have become a vital operational capability, integrated with other military activities," he also said.

Eftimov noted that NATO's strategic communications guidance for 2024 offers important directions for planning and executing information activities. In line with the Alliance's Communication Strategy and the Concept for the Deterrence and Defence of the Euro-Atlantic Area, this guidance ensures coherence and unity of efforts across NATO. 

"In this context, developing NATO's cognitive warfare concept is vital for the Black Sea region. It will assist us and our regional allies in shaping the information space and achieving cognitive superiority. The cognitive domain could become the sixth operational domain for the Alliance," Eftimov said.

He was adamant that the Ministry of Defence is actively working to combat misinformation about the armed forces, which seeks to divide Bulgarian society, including military personnel, and discourage young people from enlisting. 

"That is why it is crucial for me and my entire team to develop strategic communication capabilities to strengthen the armed forces' resilience against disinformation. Our membership in the Alliance provides us with access to procedures, mechanisms, and best practices to address this challenge," Eftimov said.

He added that Bulgaria has developed working relationships with the US and other allies to improve these capabilities. Joining the European Centre of Excellence for Countering Hybrid Threats in Helsinki, Finland, offers access to crucial information and joint training opportunities. 

"We understand the need for specialized training for personnel involved in strategic communications, and we will rely on our future collaboration in this area," Eftimov said. 

He stressed the importance of support and expertise from NATO's Allied Command Operations in combating the negative impacts of disinformation, propaganda, and hostile information activities.
