MPs on Monday adopted the procedural rules under which amendments to the Constitution will be voted. The vote was 107-48, with one abstention.
The draft resolution was backed by GERB-UDF, Continue the Change-Democratic Bulgaria and the Movement for Rights and Freedoms. Vazrazhdane, BSP for Bulgaria and There Is Such a People were against.
Parliament edited the resolution to allow any MP the right to make proposals in writing for changes between the first and second reading of the bill.
Under the procedure the National Assembly will debate and vote in three readings on three separate days the constitutional amendments. During the first reading the bill will be discussed and voted in its entirety on principle. The bill will be adopted on first reading if three quarters of all MPs have backed it.
If the bill is backed by fewer than three-quarters of MPs but no fewer than two-thirds, it will be resubmitted no earlier than two and not later than five months. During the second vote the bill will be adopted if no less than two-thirds of all MPs have supported it.
Between the second and third readings no new proposals can be made. After the second reading the committee on constitutional affairs will submit the bill for third reading where the bill will be voted in its entirety individually. To be adopted on third reading, the bill has to be backed by two-thirds of all MPs.
