Bulgaria and Romania will hold the Regional Special Forces Component Command on a rotating basis, the Bulgarian Defence Ministry said in a press release here on Wednesday. The command’s establishment is part of NATO's adaptation processes to the changing security environment in the Black Sea region and is an expression of a shared common understanding of the need for enhanced cooperation, the ministry said.

BTA recalls that Defence Minister Todor Tagarev and his Romanian counterpart Angel Tilvar signed a letter of intent to establish a Regional Special Forces Component Command. The event took place within the NATO summit in Vilnius in July.

The letter of intent is not an international treaty, and, in this context, the provisions of the International Treaties of the Republic of Bulgaria Act are not applicable, the ministry explained. The letter is an expression of political intention to work towards the establishment of a Component Command and is not legally binding. A draft Memorandum of Understanding between Bulgaria and Romania on the establishment, functioning and administration of the Command is to be drawn up and concluded in accordance with the International Treaties of the Republic of Bulgaria Act.
