The conceptual forms of the constitutional crisis were discussed on Friday by scholars, researchers and practitioners at an international scientific conference at Sofia University.

The International Scientific Conference “Constitutional Polycrisis and Constitutionalism of the State of Emergency” is organized by the research group “European Values and Social Challenges” within the SUMMIT project. The conference will be in four panels exploring different aspects of the issue: conceptual forms of constitutional crisis and emergency; emergency, identity, interpretation; crisis and emergency in multilevel and consociational constitutional orders; populism, emergency and crisis. Guests include scholars, researchers and practitioners from Europe, Israel, the United States and Canada.

Prof Martin Belov from Sofia University said at the opening of the forum that we are living in a constitutional crisis, in multiple crises, which are superimposed on each other, do not disappear, but have the effect of a snowball. It started with the security crisis, multiple migration crises, pandemics, and now anticipating the next wave of whatever is to come. Bill Gates warned people to expect the next pandemic, global warming and the potential digital crises that are arriving, artificial intelligence is knocking at the door, Belov said.
