He also described the caretaker government's decision as a "pathetic reaction to the demographic crisis" in the country.
The explanation that this is money from a reserve fund, which to date will not be able to be implemented for real procedures for assisted reproduction, does not sound serious, because the decree is dated from November 22, which implies enough time for inclusion in the program of families, he said.
For many governments, at the end of a given year, the branch has the audacity to revise the state budget law without the approval of the National Assembly and to spend billions for purposes that are not enshrined in the overall philosophy for the use of state resources, stressed Chorbanov.
