Mismanagement Charges Brought against Deputy Transport Minister Ginev

Sofia, June 14 (BTA) - The prosecuting magistracy has brought charges for mismanagement against Deputy Transport Minister Anton Ginev, the magistracy said in a press release Tuesday. The charges are for detriment amounting to 927,000 leva caused while Ginev was director general of the Railway Infrastructure National Company. The charges were brought against Ginev after evidence had been gathered in a pre-trial proceeding against MP Iliya Iliev.

As director general of the Railway Infrastructure National Company, in 2007 Ginev opened a procedure without negotiations for urgent repair works of the railway station in Rousse, Northeastern Bulgaria. The procedure was for surveying the impairment of the foundation of the building of the railway station, design and implementation of repair works to strengthen the base, and repair works on the building, amounting to 3,120,000 leva.

The prosecuting magistracy said that given the value of the works, a public procurement procedure should have been invited. Instead, arguing that the repair works were urgent, Ginev opened a procedure without announcement and invited three companies.

A company called Triumph EOOD was selected as contractor, controlled by Iliev. The other two companies were not admitted on account of missing documents.

Ten days after the agreement was concluded with the contractor, an advance payment to the amount of 927,000 leva was made to them, on an order of Ginev. The payment was for the design work and for construction works and was made prior to opening the construction site and issuing the relevant act, the prosecuting magistracy said. No works were carried out under the agreement.
