Representatives of NGOs Establish Debtor Protection Association

Sofia, July 12 (BTA) - Representatives of non-governmental organizations have established an association for protections of debtors. It will protect the rights of victims of private enforcement agents, Nikolai Kolev told a BTA-hosted news conference on Tuesday.

The association will open an office which will provide legal advice, protection to debtors and will put together a blacklist of private enforcement agents, creditors and judges who violate the law and the Code of Civil Procedure.

Representatives of the association said that very often the private enforcement agents fail to send proper notices. They also vowed to contact EU citizens who have also fallen victim to private enforcement agents and petition for outside assistance to discourage vicious practices of Bulgarian private enforcement agents.

Participants in the news conference said that between 2006 and 2014 there were 1.1 million proceedings worth 18 billion leva in outstanding payments. Private enforcement agents collected 4.5 billion leva and 450 million leva in fees.
