site.btaIntegrated Environmental Permits of Operators in Maritza East Complex Under Review

Sofia, July 6 (BTA) - The operators of thermal power plants in Maritza East complex may obtain a derogation from the levels of harmful emissions set out in the Best Available Techniques Reference Document for large combustion plants, said Environment Minister Neno Dimov during Question Time in Parliament on Friday.

Dimov said that the application for derogation should be based on a cost-benefit analysis which confirms that the implementation of the document will involve costs that are disproportionate to the environmental benefits due to one of the three reasons: geographic location, environment features of the region and technical characteristics of the facility. Regardless of the cost-benefit analysis, under the regulatory framework the permits should set out emission levels which won't cause significant environmental pollution and will conserve the environment.

According to the Minister, currently the Executive Environment Agency is reviewing the submitted documentation. It may request additional information from the operators and then will conclusively consider the cases.

Dimov said that the procedure is a first for Bulgaria and there is little experience across Europe.
