Constitutional courts have established themselves over the past decades as the main guarantors of the rule of law and not just the constitution, said Justice Minister Atanas Slavov during his opening speech at the first annual meeting of the Balkan Constitutional Forum here on Friday.

He noted that the constitutional courts in the European Union (EU) are in constant dialogue with the EU Court of Justice, with the other constitutional courts, in order to "make a much clearer and more relevant image of what we call common European values".

The Justice Minister pointed out that a draft constitutional amendment was submitted in Bulgaria a few months ago and one of its goals is to open the Bulgarian constitutional court for citizens by introducing a direct individual constitutional complaint. He said that its introduction would be a challenge for the Constitutional Court, the legal and political system. He expressed hope that Parliament would make this change in a balanced way so that there would be no backlash.

The opening of the forum was attended by EU Court of Justice President Koen Lenaerts, European Court of Human Rights Vice-President Marko Bosnjak, European Commission Vice-President Vera Jourova, Deputy Prime Minister Mariya Gabriel, as well as representatives of embassies and academia.

Representatives of the constitutional jurisdictions of Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Kosovo, Montenegro, Romania, North Macedonia and Turkiye also took part in the forum.
