Tops Government Agenda


Graz/Sofia, November 19 (BTA) - Addressing a global economic
forum in Graz on Tuesday, Regional Development Minister Liliyana
Pavlova said that a moderate polycentric territorial
development model works best in Bulgaria. She outlined
Bulgaria's vision for sustainable and integrated urban
development, her ministry said.

The UN Economic Commission for Europe has organized a two day
global conference entitled "Urban Future". Pavlova participated
in a panel dedicated to government support for sustainable urban
and smart systems development.

Pavlova said that the Bulgarian government supports the EU
sustainable urban development policy in line with EU's
Territorial Agenda and the newly-drafted Urban Agenda. She noted
that with the exception of six or seven larger cities for
several years Bulgaria has experienced negative trends such as a
relative and absolute population decline, high unemployment and
lower purchasing power.

Pavlova said that in order to contain migration from rural to
urban areas and from smaller to larger cities, the government is
drafting measures for smaller and medium-sized cities for which
EU structural and social funds will be tapped.

A national territorial development programme (2013-2025)
provides the foundations to the concept for an integrated and
sustainable territorial, economic and social planning and
development. Its six goals include polycentric territorial
development which is aimed to reduce disparities between urban
and rural regions, said the Regional Minister. Also, the
polycentric territorial development is at the core of the draft
Operational Programme Regions in Growth 2014-2020.

This programme will be the primary funding source for reaching
the goals for balanced territorial development as small and
medium sized cities are the backbone of regional development,
said Pavlova.

Pavlova added that the new Bulgarian government is planning a
large-scale energy efficiency programme to follow on a pilot
programme developed with UNDP six years earlier. LI/PP
