Sofia, August 7 (BTA) - The main principles in the operation of the caretaker cabinet will be affirming the supremacy of the law and interaction with the civil society, reads the Caretaker Cabinet Priorities and Tasks published on the website of the government.

Restoring the confidence in the institutions on the basis of transparency and morale is a necessary first step in overcoming the tough situation in this country, the document says. "Only transparency and accountancy of the institutions would guarantee the confidence of the citizens and the economic entities in this country as well as a smooth transition to regular governance after the holding of free and fair elections."

The priorities and the tasks of the caretaker cabinet are divided into six groups the first being the holding of elections for the 43rd National Assembly. The economic measures and the ones in the filed of supremacy of law, internal security and security and defence have the largest share.

The drafting of an analysis of the implementation of the 2014 budget and the factors for the non-fulfillment of the revenue part as well as an analysis of the need of additional funds for the conducting of certain spending policies, including the absorption of EU funds, are placed among the most important economic measures. The incumbents envisage the adoption of measures to increase compliance rate and reduce costs on inefficient policies.

The priorities in the economic sector include performing of an audit of the first-level spending units regarding costs they have incurred for their financial obligations and commitments, as well as an analysis of their compliance with the Budget Act and subsequent impact on the budget parameters, including the deficit.

The Government will continue work on the 2015 budget procedure drafting an analysis of the need of updating the macroeconomic framework and the medium-term budget forecast for 2015-2017. A bill on updating the 2014 budget is to be drafted and a procedure on Bulgaria's accession to the Single Supervisory Mechanism is about to be launched.

The caretaker cabinet also plans to ensure clarity on the condition of the energy sector and continue the reforms in this area through the establishment of an Energy Board jointly with the Directorate General for Energy of the European Commission, the World Bank, the European Bank for Reconstruction and Development and all stakeholders with a view to increasing transparency, competition and market efficiency.
