According to Deputy Parliament Chair Atanas Atanassov of Continue the Change - Democratic Bulgaria (CC-DB), the Constitutional Court has nothing to do with a court, it is a political body which in practice is the second level of Bulgarian parliamentarism, and in this decision there is a mix between legal and purely political motives.
In Atanassov's words, Bulgaria still has a Stalinist prosecutor's office by model and action, not a body that monitors legality.
“Judicial reform has been blocked and Bulgarian society is not satisfied with the administration of justice, he further said. Before the ruling came out, there was a ruling at European level, this is extremely important. The European Commission supported these changes in the Constitution and quite solidly, but our Court set us back,” Atanassov added.
