Bulgaria needs a government of shared responsibility, said GERB-UDF Prime Minister-designate Mariya Gabriel on Wednesday at a party briefing on the sidelines of Parliament. Gabriel noted that all the current outgoing ministers have made a commitment for 18 months and that their refusal can be interpreted in a different way.

Their declaration of refusal is a violation of the rotation agreement between GERB-UDF and Continue the Change-Democratic Bulgaria, GERB leader Boyko Borissov argued.

On Tuesday, GERB-UDF Prime Minister-designate Mariya Gabriel handed President Rumen Radev a proposal for a government lineup. She was mandated to form a government Monday noon. In the afternoon, President Radev signed a decree proposing to the 49th National Assembly to elect Mariya Gabriel, the Prime Minister nominated by the largest parliamentary group, GERB-UDF. Later, CC-DB said that the draft cabinet was not agreed with them, and the nominees for ministers from the party stated that they refused to join this composition of the Council of Ministers. The CC-DB called on the President to withdraw his decree. The decree of the President under Art. 99 of the Constitution has nothing to do with the structure and composition of the cabinet, the presidential institution clarified later.

"I expect an apology for the name-calling and insults," Gabriel said, noting that for nine months she had not allowed herself anything of the sort. "I have not violated the Constitution," Gabriel added and recalled that the presidential decree was issued to appoint a prime minister. 

"I continue to believe that Bulgaria needs a government, stability and to clearly state to its citizens that we need a government of shared responsibility and, as during the negotiations, equality between the two partners, GERB-UDF and CC-DB," she said. "I think that now is the moment when we all have to continue to show our responsibility towards Bulgaria," Gabriel added.
