European Commission Closes Copyright Policy Infringement Procedure against Bulgaria

Brussels, May 28 (BTA correspondent Nikolay Jeliazkov) - The
European Commission said on Thursday it has closed infringement
proceedings pending against Bulgaria and three other EU member
states for failings in the field of copyright policy. The
proceedings were closed after Bulgaria, Austria, Lithuania and
Latvia notified the Commission that they had fully transposed
the EU Orphan Works Directive into national law.

Orphan works are works like books, newspaper, magazine articles
and films that are protected by copyright but whose authors or
other right holders are not known or cannot be located or
contacted in order to obtain their permissions to use the works,
the Commission said. The Directive had to be transposed into
national law by October 29, 2014.
