In 2023, Bulgaria had one of the EU's lowest levels of government guarantees on liabilities as a percentage of GDP. Bulgaria and three other member states (Ireland, Czechia and Slovakia) reported rates equal to or less than 1% of GDP, the Statistical Office of the European Commission (Eurostat) reported on its website on Friday.

On the upper end of the scale, government guarantees provided in the Netherlands were 30.4% of GDP, in Finland they were 17.9%, Italy 15.3%, Germany 14.6% and France 13.5%.

Government guarantees on liabilities, and occasionally on assets of third parties, are the most common form of contingent liabilities in the EU countries, Eurostat said.

In 2023, the level of public corporations' liabilities classified outside general government was under 10% of GDP in Bulgaria (the fifth-lowest ratio in the EU), compared with 86.5% in Germany, 79.5% in the Netherlands, 71.7% in Greece and just 3.7% in Slovakia, Eurostat said.
