Merging of Customs Agency, Revenue Agency Progressing as Planned by Finance Ministry, NRA Director Spetsov Says

The merging of the National Customs Agency and the National Revenue Agency (NRA) is progressing as planned by the Finance Ministry, NRA Director Rumen Spetsov said in Veliko Tarnovo on Friday. The merging process includes joint meetings with representatives of both agencies, which are organized locally. In Spetsov's words, at this stage most issues are related to regulations, their jurisdiction and changes in legislation.

The working groups are assessing whether the territorial directorates of the two agencies will be reduced, increased or merged," Spetsov explained, adding that the transformation will start on January 1, 2025.

To date, there are no concerns over the implementation of the debt collection plan, Spetsov stressed, giving the example of the last measure introduced regarding the notarisation of transactions.

In order for a transaction to be confirmed, each party must have a clean record and no debts, so notaries were given access to the NRA's system to see what debts the transaction parties have. Transactions cannot be confirmed without the parties covering their debts first, Spetsov said.

After the introduction of thе measure, the daily revenues to the state are worth some BGN 1.8 - 2 million. Thus, the revenues under this measure in a single month amount to some BGN 20 million, which is a good indicator of the measure’s effectiveness, Spetsov underscored.
