site.btaParliament Adopts Macroeconomic Framework of 2025 State Budget on Second Reading


Bulgaria's National Assembly adopted the macroeconomic framework of the 2025 State Budget on second reading at a 22-hour debate which ended early on Friday. The State Budget Act does not plan for tax increases and sets the deficit at 3% of GDP.
The planned revenues, aid and donations are projected at BGN 55,168,380,900. Expenditures are set at BGN 30,803,920,300. Net transfers are projected at BGN 29,476,565,700. Of them, BGN 8,925,909,100 are allocated to municipalities, BGN 12,173,500,700 to the Public State Social Insurance budget, and BGN 3,700,837,000 to the National Health Insurance Fund.
Bulgaria's contribution to the EU budget is projected at BGN 2,020,542,300.
The budget deficit stands at BGN 7,132,647,400.
The new debt that can be incurred is set at BGN 18.9 billion. The government debt is expected to reach BGN 61.7 billion (26.6% of GDP).
The minimum level of the fiscal reserve as at December 31, 2025 is projected to remain unchanged from the 2024 target at BGN 4.5 billion.
Under the judiciary’s budget, revenues, aid and donations amount to BGN 152 million. Expenditures total BGN 1,338,306,600, with a state budget transfer of BGN 1,214,306,600.
The budget expenditures of the judiciary were set as follows: BGN 84,532,500 for the Supreme Judicial Council, BGN 34,560,000 for the Supreme Court of Cassation, and BGN 42,937,100 for the Supreme Administrative Court. The prosecution service's budget is BGN 492,157,500. The budget of all courts totals BGN 705,848,400.
The MPs also approved the budgets of the National Assembly, the Council of Ministers and the Administration of the President. The Council of Ministers' budget includes BGN 600,000 for Rila Monastery, BGN 200,000 each for Troyan and Bachkovo monasteries, and BGN 919,500 for Bulgarian Orthodox Church communities abroad.
