site.btaPM Glavchev Urges Parliament to Mandate Caretaker Cabinet to Sign Security Cooperation Agreement with Ukraine
Caretaker Prime Minister Dimitar Glavchev called on the National Assembly to give a special mandate to the caretaker government to sign the Security Cooperation Agreement between the Republic of Bulgaria and Ukraine, in view of the envisaged long-term framework (10-year term) in the spirit of parliamentary governance, in line with the Constitution and the practice of the Constitutional Court, the Government press service said, specifying that the Prime Minister had sent a letter through National Assembly Chair Nataliya Kiselova to all parliamentary groups.
In the letter, the Prime Minister pointed out that the agreement did not fall under the Vienna Convention on the Law of Treaties (1969) and provided for political commitments in accordance with the decisions taken by the National Assembly. Of the 27 member states in the European Union, only six countries - Austria, Bulgaria, Cyprus, Hungary, Malta and Slovakia - have not signed such an agreement.
It is also noted that the Constitution of the Republic of Bulgaria regulates the general competence of the Council of Ministers to manage and implement the country's domestic and foreign policy.
Most NATO and European Union countries have concluded security cooperation agreements with Ukraine, Bulgaria's Chief of Defence Admiral Emil Eftimov said earlier on Wednesday in response to a journalist's question.
