GERB leader Boyko Borissov spoke to reporters in Parliament here Thursday expressing doubt that an impartial person could become a prime minister being able to run programmes, elect ministers and enjoy a majority in Parliament, if parties and their leaders fail to propose governance. Borissov's comment came in response to a proposal made by Continue the Change on August 17 to have a non-party prime minister take the office.

Borissov asked: "Who could propose a neutral person, and the moment they were proposed, would they not turn partisan?"

Commenting on his proposal to have the Electoral Code amended to introduce a proportional-majoritarian electoral system in Bulgaria, Borissov said: "I was prompted by the statements made by political leaders who were registering their parties. The same thing was said many times. Even the analysts say that nothing different is on offer, even though 39 parties and coalitions, I think, should be enough for any Bulgarian to find someone to vote for."

Borissov said that the current National Assembly will not have enough time to amend the Code, however, GERB has opened the door to everyone for talks on the matter.
