site.btaPresident Picks National Audit Office Head for Caretaker PM-Designate
Bulgarian President Rumen Radev has selected Bulgarian National Audit Office President Dimitar Glavchev as caretaker prime minister-designate pursuant to Article 99 (5) of the Constitution, the head of State's Press Secretariat announced on Friday evening.
At 2:00 p.m. on March 30, Radev will receive the caretaker prime minister-designate at the President's Administration in order to assign him to propose a complement of a caretaker cabinet.
Article 99 (5) of the Constitution as last amended reads: "Should no agreement be reached on the formation of a government, the President, following consultations with the parliamentary groups and acting on a motion by the caretaker prime minister-designate, shall appoint a caretaker cabinet, and shall schedule new elections within two months. A caretaker prime minister shall be appointed from among the Chairperson of the National Assembly, the Governor or a Deputy Governor of the Bulgarian National Bank, the President or a Vice-President of the Bulgarian National Audit Office, and the Ombudsman or a deputy thereof."
Dimitar Glavchev was born in Sofia on August 15, 1963. Master of International Economic Relations and Accounting from the University of National and World Economy in Sofia. Chartered Accountant, registered auditor of the Institute of Chartered Accountants.
He has over 30 years of professional experience in auditing, financial control and accounting, of which more than 20 years in independent audit, including engagements for contracted procedures of EU-funded projects.
Member of Parliament and member of the Committee on Budget and Finance in the 41st, 42nd, 43rd, 44th, 45th and 46th National Assembly. Deputy Chairperson of the Committee on Budget and Finance and Chairperson of the Standing Subcommittee on Public Sector Accountability in the 41st National Assembly.
Chair of the 44th National Assembly (April 19-November 17, 2017). Deputy Chair of the 43rd National Assembly. Chairperson of the Committee for Monitoring the Activities of the State Energy and Water Regulatory Commission in the 41st National Assembly. Head of the delegations to the Inter-Parliamentary Union and to the Parliamentary Assembly of the Council of Europe in the 44th National Assembly.
