Central Election Commission Chair Kameliya Neykova said that the Commission expects instructions by the e-Government minister on Tuesday about what steps to take to make the procedure for machine voting compliant with the law. Without this step the Commission cannot allow machine voting in the election run-off.

On Monday, the Supreme Administrative Court reinstated machine voting for the run-off on November 5.

Neykova said that the Court has ruled that the e-Government Minister did not hold a law compliant procedure to certify the compliance of the voting software and the voting machines in line with the provisions of the Election Code, as he cannot delegate hos powers to another person. In order to have machine voting in the election runoffs a procedure for certification of the software and the machines should be held, said Neykova.
