Bulgaria Can Benefit from Greece's Expertise in Private-Public Partnership - Forum

The agenda of a roundtable on private-public partnership (PPP) in Bulgaria included best practices in the field of PPP and an officially stated desire by the executive and legislative authorities in Bulgaria to develop PPP as a tool to stimulate the Bulgarian economy. The four-hour event was organized by the Delphi Economic Forum (DEF) in Sofia.

The participants presented the concept of such partnerships as well as the concept of energy communities.

DEF President Symeon Tsomokos said that the main objective of this roundtable was to share knowhow with Bulgaria regarding the key tool for cooperation between entrepreneurs and corporations with the government and thus to jointly build schools, hospitals, transport systems.

National Assembly Deputy Chair Rositsa Kirova said that while Bulgaria has no experience with PPPs, it can draw knowledge from Greece. According to Kirova, this form of cooperation can be a powerful tool for overcoming regional disparities in Bulgaria. The Northeast in particular can benefit from this tool, as it is significantly lagging behind.

Finance Minister Assen Vassilev said that PPPs are an important tool for promoting capital investment. Such investment has lagged behind public capital spending in recent years, the Minister said. He added that for this cooperation to be meaningful, there must be an overall match of public and private interests.

The interconnection of Bulgaria's gas system with Greece and the infrastructure operator ICGB were given as a good example of a private-public partnership during ICGB Executive Director Teodora Georgieva's presentation.

Dimitris Tsibanoulis, senior and managing partner at Tsibanoulis and Partners Law Firm, introduced the audience to the legislative framework in Greece.
