The government Wednesday approved a procedure for the preparation of a National Medium-Term Fiscal Structural Plan for the 2025-2028 period and the Annual Progress Report on its implementation. The Ministry of Finance has been designated as lead and coordinating institution for the preparation of the documents.
The National Medium-Term Fiscal Structural Plan will be prepared on the basis of the rules of the adjusted Stability and Growth Pact (SGP), which sets the regulatory framework for the coordination of national fiscal policies of EU Member States. In line with the amendments to the SGP, the development of the Plan eliminated the need to prepare a Convergence Programme and a National Reform Programme.
The Plan will bring together this country's fiscal policy, structural reforms and investments over the next four years, necessary to promote sound public finances and achieve sustainable and inclusive growth. The envisaged priorities will be in line with the Union's overall priorities of achieving a fair environmental and digital transition, social and economic sustainability, energy security and building defence capabilities. The reforms and investments will also address the recommendation of the Council of the European Union on Bulgaria's economic, social, labour, structural and budgetary policies for the year.
