The best hotels in Bulgaria for 2023 have been ranked based on guest reviews, the Hotel Forum said Wednesday. Two years ago, the organization created Bulgaria's first index which through algorithms, based on the guests' reviews on online platforms, determines the level of each hotel's service. Participating are hotels that have at least 20 rooms and three, four or five stars.

In 2023, with the Tourism Ministry's support, over 500,000 consumer ratings were collected and analysed, and over 1,200 hotels got their Hotel Score (HotScore™). 

For a second consecutive year, the best hotel is Grand Hotel Millennium Sofia, followed by Voya Beach Resort in St Vlas. The other hotels in the top ten are ESTE PARK and Jagerhof in Plovdiv, Casa di Fiore SPA & Medical in the village of Kranevo, Wave Resort near Pomorie, Kashmir Wellness & SPA Hotel in Velingrad, Aqua Spa Hotel Zlatograd, Secrets Sunny Beach Resort and Spa in the Sunny Beach resort, and Hot Springs Medical & Spa Hotel in the village of Banya near Razlog.

In addition to the ranking based on client satisfaction, the participating hotels have also been ranked based on their type and category. In the five-star category, the best city hotel is Grand Hotel Millennium Sofia, the best SPA hotel is Casa di Fiore SPA & Medical, the best sea hotel is Voya Beach Resort, and the best mountain hotel is Kempinski Hotel Grand Arena Bansko.

In the four-star category, the best city hotel is ESTE PARK, the best SPA hotel is Aqua Spa Hotel Zlatograd, the best sea hotel is Continental in the Golden Sands resort, the best mountain hotel is Rila Hotel Borovets, and the best leisure hotel is Wine & SPA Hotel Chukara in Tryavna.

In the three-star category, the best city hotel is Plovdiv City Centre, the best SPA hotel is SPA Complex Saint George in the village of Baldevo, the best sea hotel is Boutique Apart Hotel Versis in Sunny Beach, the best mountain hotel is Dafovska Hotel in Pamporovo, and the best leisure hotel is 103 Alpine in Panichishte.
