Government Long-term Goal
Is Uniform Migration Structure,
Adoption of Unified Legislation


Sofia, December 15 (BTA) - The long-term objective of the
Government is the establishment of a uniform migration structure
and the adoption of a relevant law which will unite the
currently existing statutory instruments at national level,
Deputy Interior Minister Krassimir Tsipov said. He was speaking
at an international conference dedicated to the migration
challenges before Bulgaria as an external border of the European
Union held on Monday.

The event was organized by the Citizens for European Development
of Bulgaria Association, the Hans Seidel Foundation and the
Wilfried Martens Centre for European Studies.

The short-term perspective made it imperative to change the
Asylum and Refugee Act and the Aliens in Bulgaria Act entirely,
Tsipov said.

The Deputy Interior Minister is adamant that a political
solution is required for the adopted integration strategy that
is not being implemented at the moment. This should also include
the drafting of an action plan for its implementation in 2015.
Restoring the National Migration Council, established in 2011,
as well as revisions to the Interior Ministry Act to divide the
Migration Directorate from Border Police is also on the agenda.

Urgent measures are also called for to align national
legislation with two EU directives. The policy of returning
refugees should be leading with a strong commitment at national
level, Tsipov also said. Bulgaria still does not have national
programmes for such returning.

A total of 135,000 applications requesting asylum in Europe have
been submitted from January to October this year, by 50 per
cent more than last year, the representative of Hans Seidel
Foundation, Bogdan Mirchev, said.

Deputy Prime Minister Roumyana Buchvarova dwelt on the need of a
long-term policy on the subject.

In turn, Sofia Mayor Yordanka Fandakova appealed for better
coordination between the ministries in respect to refugees in
Bulgaria and their integration.The ministries should focus on
their integration, particularly their education, Fandakova said.
Greater support from the European Union is also expected
because this country is undertaking a function that is not only
important to it but to the entire Community, she underscored.

Boyan Tanev of the Wilfried Martens Centre spoke of the need of
functioning international mechanisms at the reception of
refugees and the prevention of lethal outcome./PK/BR
