Bulgaria to Seek EU-wide Regulation on Eastward
Transfer of Dirty Diesel Vehicles as Some
Countries Introduce Clean Zones


Sofia, April 12 (BTA) - The transfer of dirty diesel vehicles from countries which are introducing low-emission zones needs to be regulated on EU level, Bulgarian Environment Minister Neno Dimov said on Bulgarian National Television Thursday morning. He also argued that the authorities in countries phasing in low-emission zones should impose restrictions on the export of polluting vehicles to prevent their large-scale transfer eastward.

Dimov has already had informal talks with his counterparts on this idea.

He argued that the restrictions for diesel vehicles distort the market.

The interview came a day after a two-day informal meeting of EU Environment Ministers ended in Sofia after discussing measures against air pollution, among other issues.

The Bulgarian Minister said that measures for improving air quality should be taken on three levels: all-European, national and individual level where everybody should make changes in his or her everyday life.

Another change the Bulgarian authorities are considering is adjusting the eco charges for vehicles. They will be zero for electric vehicles and negligible for hybrids, and will be dramatically increased for cars older than 5 years, the Minister explained.

Colour-coded stickers will be introduced to indicate the eco standard of all vehicles. This will help the local authorities when they want to ban vehicles with a certain sticker colour from entering the city on days with air pollution alert, said Dimov.

The Environment Ministry has reached an agreement about this with the Transport Ministry and it is up to the Transport Ministry to enforce the system, said the Minister.

He commented that introducing a standard and a system is the easiest part: the hard part is enforcing them. LN/
