President Challenges Constitutionality of Fines for Camping and Parking on Beaches

Sofia, March 12 (BTA) - President Rosen Plevneliev has referred to the Constitutional Court amendments to the Black Sea Coast Development Act which impose fines for camping and parking in the 100-m wide coastal strip.

Plevneliev argues that although an overall policy is needed for the development of tourism and the conservation of the Black Sea coast including camping regulations, it is not camping that changes the coast but construction.

According to Plevneliev, the fines of up to 10,000 leva are disproportionate, run counter to the Article 55 of Bulgaria's constitution and Article 52 of the EU's Charter of Fundamental Rights and do not reflect the actual impact on natural resources and the environment.

The President has also taken into account public opposition and has criticized MPs for voting the amendment without a public discussion which raises doubts about their good intentions.
