Bulgarian MEP Emil Radev Highlights Need for Stricter Measures to Combat Animal Cruelty

Bulgarian MEP Emil Radev (GERB/EPP) Emil Radev has formally questioned the European Commission (EC) about planned legislative initiatives addressing animal cruelty and demanded stricter measures to combat abuse against animals. He also highlighted the need for more effective mechanisms to combat the illegal trade in animals and the online distribution of violent content. 

"While the EC delays the creation of a comprehensive legislative framework for animal protection and revising existing regulations, the Bulgarian public has been shocked by reports of an international criminal network that has turned animal abuse and death into a lucrative business," the MEP said. He referred to an investigation in Pernik (Southwestern Bulgaria), where two individuals were found to have tortured various animals, including cats, dogs, rabbits, and guinea pigs, filming the abuse and selling the footage to foreign clients for a fee, including in cryptocurrency. The investigation led to the arrest of the perpetrators. 

In Radev’s words, cases like these highlight the urgent need for legislative changes at the European level. "Numerous studies show a link between animal cruelty and human violence, so tackling such crimes is a matter not only of values but also of security. The EU must not allow such crimes to persist, hidden behind internet anonymity, legal loopholes, or ineffective control," the MEP argued, justifying his question to the Commission. 

Radev called for the swift adoption and effective implementation of minimum standards for animal welfare. "Will stricter sanctions and mechanisms be introduced to address cross-border animal crimes, especially those committed online?" the MEP asked.

Commenting on the case, which sparked protests, Radev said that it is crucial that the Bulgarian authorities complete the investigation, and the Bulgarian court impose fair punishments. "Such atrocities have no place in our society!” the MEP said, stressing the need for current laws to be properly enforced. Radev has initiated the creation of the zoo police and is among the sponsors of the legal changes to criminalize violence against vertebrates in Bulgaria. 

The MEP pledged to inform the Intergroup on the Welfare and Conservation of Animals in the European Parliament about the case, urging them to take a stance in support of tightening legislative measures at the European level.
