Court Rules that Case Against Lena Borislavova MP Will Proceed Administratively

The Sofia District Court has decided that the case against Lena Borislavova MP (Continue the Change - Democratic Bulgaria) will be considered solely under administrative proceedings and no criminal liability is being sought but only administrative. Borislavova faces allegations of document fraud. The court's decision can be appealled.

In January 2025, Borislavova waived her immunity after a supervising prosecutor of the Sofia Regional Prosecution Office approached Parliament asking it to strip her of her protection as an MP, arguing that sufficient evidence had been collected during the pre-trial proceedings to hold her criminally liable for a documentary fraud.

On February 20, the Sofia Regional Prosecution Office said that it had submitted to the Sofia Regional Court an indictment against Borislavova for knowingly producing documents bearing forged signatures in the period between May 13, 2021 and May 14, 2021. 

In April 2024, it transpired that the Save Koral environmental organization was under investigation after prosecutors received a tip-off that Borislavova emailed documents with false signatures to the Registry Agency concerning the discharge of Continue the Change co-leader Kiril Petkov from the organization's Governing Board. 

Borislavova's lawyer, Daniela Dokovska, urged the court to return the indictment to the prosecution service to rectify significant flaws. 

The judge argued that it cannot be accepted that the investigation had been aimed against Borislavova, and said that it was commenced under one Penal Code article and then Borislavova was charged under a different article.
