The total number of persons on the territory of the Republic of Bulgaria without an up-to-date permanent address and without an issued identity card is 52,052. Of these, 2,291 persons are between the ages of 14 and 18, and 49,761 persons are over 18 years of age, said caretaker Interior Minister Atanas Ilkov in response to a parliamentary question, published on the Parliament's website.

The question was asked by GERB MP Denitsa Sacheva in relation to the impossibility of issuing an identity card to Bulgarian citizens in the absence of a permanent address. She clarified that some Bulgarians, due to the impossibility of proving that they reside on regulated real estate, cannot register a permanent address and accordingly these citizens cannot submit an application for the issuance of an identity card.

Information provided by Minister Ilkov indicates that 18,604 people have an expired ID card. Also, 843 Bulgarians are without any permanent address.

The Interior Minister added that the competent authorities to carry out address registration is are mayors of municipalities, regional governors or town mayors, or officials designated by them.
