All the replacements that have been made are in compliance with the law, caretaker Prime Minister Dimitar Glavchev said during his Question Time hearing in Parliament over dismissals and appointments in the executive and local authorities, replacements of regional governors, replacements in the regulatory bodies, and terminated tenders. Glavchev’s hearing on the topic was requested by the Continue the Change-Democratic Bulgaria parliamentary group.

Glavchev pointed out that at its first meeting, the fourth caretaker cabinet (headed by Galab Donev) had replaced 25 out of 28 regional governors, and, in another example, the caretaker cabinet headed by Stefan Yanev had replaced all regional governors.

"About the facts that you report to me, about flawed tenders, I commit whatever is within the executive power to be inspected and if these tenders are flawed, they will be reconducted," the caretaker PM stressed.

Vazrazhdane leader Kostadin Kostadinov asked the caretaker prime minister a question about the changes of district governors and the appointments of deputy district governors. "At least five of these 11 new regional governors are known to be people of [Movement for Rights and Freedoms (MRF) chair Delyan] Peevski, not of the MRF," he said, asking whether this was a sovereign decision by Glavchev or whether he had ties and dependencies with Peevski.

"In the decisions I have taken, I have been guided by the Constitution and the laws of the country. The decisions are taken by me, and the responsibility is mine," Glavchev answered.
