The government Thursday declared September 8 as a Day of National Mourning for the victims who died in the floods in the Tsarevo Municipality on September 5. Two men and two women lost their lives in the disaster. Before the start of the government meeting, the Prime Minister Nikolay Denkov and the ministers honoured their memory with a minute's silence.

Two days after the floods, life in the affected villages gradually recovers. "Now it is time to try to analyze in depth what were the causes of what happened. And to make sure that we are better prepared the next time we have such a natural disaster," Denkov said before the Council of Ministers Thursday meeting.

On the Day of National Mourning, a temporary inter-ministerial expert committee will be formed by his order to inspect the state of infrastructure and the causes of the state of calamity on the southern Black Sea coast. It will be chaired by Deputy Environment Minister Petar Dimitrov and will include representatives from the Environment Ministry, Regional Development Ministry, Agriculture Ministry, the Road Infrastructure Agency, the National Construction Control Directorate, as well as the Burgas Regional Administration and the municipal administrations of the affected municipalities. If necessary, the chairman of the commission will be able to invite representatives from other institutions and organizations to participate in its work.

Within three days of the issuance of the order, the relevant ministers, heads of directorates, the Burgas Regional Governor and the mayors of the municipalities concerned must notify the Prime Minister and the chairman of the commission which will be their representatives on the commission. The first meeting of the Commission will be held within three days of the expiry of this period.

The committee must submit a report with findings and proposals for corrective action within 14 days of the first meeting, including amending the regulations if necessary.

The implementation of the order will be personally supervised by the Prime Minister.
