Responding to a reporter's question in Parliament here on Wednesday, GERB leader Boyko Borissov said it was a coincidence that caretaker Prime Minister Dimitar Glavchev proposed to have caretaker Foreign Minister Stefan Dimitrov dismissed, after Borissov suggested on Monday that Dimitrov should be dismissed. Glavchev's proposal was to have the post filled by GERB MP and former foreign minister (2014-2017) Daniel Mitov.

Borissov said on Wednesday that the political responsibility for the caretaker government lies with Parliament. He added: "The philosophy behind this Constitution was to have the three parties of this bloc - GERB-UDF, CC-DB [Continue the Change - Democratic Bulgaria] and the MRF [Movement for Rights and Freedoms], 167 MPs - would be responsible after the burden for the election of a caretaker government was shifted from the Presidential institution to the Parliament. My colleagues [CC-DB Co-Chair] Kiril Petkov, [CC-DB Co-Chair] Hristo Ivanov and [MRF floor leader] Delyan Peevski should not walk away just like that and claim they carry no responsibility for what we have done."

Borissov denied having discussed the appointments and replacements of the caretaker foreign and agriculture ministers with Glavchev.

Peevski said in Parliament on Wednesday that since Bulgaria should not stay without a foreign minister, President Rumen Radev should sign the decree as soon as possible to have the post filled. Peevski added: "If Daniel Mitov is the Prime Minister's choice, then he should be the one. This is his [caretaker Prime Minister Glavchev's] prerogative under the Constitution [...]"

Peevski stated that according to the Constitution, Parliament is responsible for the caretaker government. "We can exert full control over this caretaker government through the Parliament, through the committees and through all the powers that we have as MPs," he added. He added that the Prime Minister has an absolute right to change any minister and deputy minister as he sees fit.
