The Bulgarian government expects to receive the second payment under the National Recovery and Resilience Plan before this spring. "I assure you that the second payment under the Recovery and Resilience Plan will come by spring. I am ready to bet on that. Then we will discuss when exactly the third payment will come because it is obvious that the third will come after the second," Prime Minister Nikolay Denkov said during Question Time in Parliament Friday.

He said that the plan had to be renegotiated "because Bulgaria was doing better, economically". He also said that this country would have lost BGN 2.4 billion had it not managed to adopt territorial just transition plans for the coal regions - just like the caretaker government before that lost BGN 200 million in late 2022. "Our government, thanks to its hard work, managed to rescue this BGN 2.4 billion. We never stopped the talks with the EC, not for a day. We are in communication with them all the time so that we can secure all the funding." 

He stressed that the past seven months saw the adoption "of a large number of laws which have been waiting for years, thanks to the good coordination between Parliament, the parties that support the government and the government,". "This was essential for being able to move forward with the Recovery Plan," Denkov said.
