Acting Prosecutor General Borislav Sarafov requested the establishment of a unit for forensic examinations, Sarafov told Bulgarian media in Madrid, where he is on an official visit. The unit can be established under the Ministry of Justice, Sarafov said.

Slow justice is a sensitive topic, and the lack of enough experts is the reason why investigations and the cases themselves are delayed, pointed out Sarafov. He cited an analysis according to which the main reason for the delay in cases is precisely the preparation of expert reports, which sometimes takes years.

Sarafov said that the number of experts could be increased, and there could be a licensing regime and training. This may be done at the National Institute of Justice, and universities may also become involved in this process.

The second important thing about judicial reform is the reduction of formalities in the criminal process. It has been taken to extremes, argued Sarafov.
